I got the point of C and make sense but in the question it doesn't really mentioning BOB OR JOE is making any changes so if they just logged in and no changes is in progress why should we go with option C. ? I would probably go with A on this.

The answer is C. The database will be locked by Bob and Joe will not be able to make any changes. When two administrators log in to the same Check Point firewall at the same time, the first administrator to log in will acquire a lock on the Management Database. This means that the second administrator will not be able to make any changes to the database until the first administrator releases the lock. In the scenario described, Bob logs in to the WebUI and then Joe logs in through the CLI. Since Bob logged in first, he will acquire a lock on the Management Database and Joe will not be able to make any changes.
