What I mean A is a part of URL filtering jobs. As well as C and D.
Only thing that is not acheived by using URL Filtering is "Controlling Data Security".
I would say that A is WRONG, as URL filtering rules can be used to set bandwidth limits.

In the Security Policies view of SmartConsole, go to the Access Control Policy.
Choose a Layer with Applications and URL Filtering enabled.
