Guys you don't need to publish. You can do it in one step by installing policy, though it's not the correct way, because there may be another admin working. Publishing means that you are making your changes visible for other admin sessions.
Kind of a rubbish question, as technically you need to also publish the changes before you can install policy. But it wouldn't be enforced on the gateway until it's installed, so likely correct.
