A is correct as the question said default HA configuration which is Maintain Current Active Gateway. The only way FW-A takes back control is if B fails or the configuration is manually changed. https://sc1.checkpoint.com/documents/R76/CP_R76_ClusterXL_AdminGuide/7292.htm

Answer A IS correct on r80.40 ( SmartConsole demo tested, not sure on r80.10 though) I would image it to be the same as you don't want your cluster to start flapping all the time.
