The problem here is they dont say anything on whether the rules are implied or explicit. Causing mass confusion. B should be right based on the fact that there is no such thing called explicit before last.
B is correct for the first half of the question and E for the second half.
An administrator can't make an explicit rule before the first rule in the rule base otherwise it would become the first... so it's a bad question... should be "A(n) __________ rule is created and is located before the first and before last rules in the rule base." (created by the SMS by default)
