Transport layer — Manages the flow of data between two hosts to ensure that the
packets are correctly assembled and delivered to the targeted application. Transmission
Control Protocol (TCP) and User Datagram Protocol (UDP) are the core protocols of
the Transport layer.
Since we are looking at definitions, how would you answer the question if you considered something OTHER than TCP/IP, such as IPX/SPX? TCP=Packets, UDP=Datagrams so I'd go with "C". However, drum roll please, THEY get to grade the test so you probably want to go with "B".
At layer 4 they're called datagrams though, so the answer is A
