There is a fundamental difference in how an SSL VPN Portal and a Layer 3 VPN tunnel connect to the corporate network. In a Layer 3 VPN solution, a resident VPN client is needed, which creates the Layer 3 virtual interface that any application can use. SSL VPN solutions only require a browser on the client side and allow mobile devices with a dedicated application to access corporate resources without establishing a VPN tunnel.

horrendously vague question. SSL VPN can use a virtual adapter as well. It can only 'not create' and 'not use' a virtual adapter when its clientless. There is no mention of ssl vpn being clientless here.
