So this is a r77 question and answers. None of them is correct in r80.10+
Starting in R80.10 Priority queues and dynamic dispatcher are NO longer related. Command "fw ctl multik set_mode" applies only to R77. For R80.X there is NO command that will enable both priority queues and dynamic dispatcher
To fully enable Dynamic Disp atcher on a Security Gateway, run the following command in Expert mode and then reboot:
fw ctl multik dynamic_dispatching on
