This question is old and related to gateway version R77.30 managed by R80.x management Answer is indeed: A But, in case the question clarifies the gateway is also R80.x, the answer is "one or more ordered layers" https://community.checkpoint.com/t5/Policy-Management/Policy-Layers-in-R80-x/td-p/1717
