The question simply is asking "Central License can be installed via CLI on a Security Gateway" ? Answer is Yes, both for Central or Local License. So Answer is D. on mgmt server you cannot install gateway licenses in CLI, only for itself. if it asked, can it be managed by management server then B is the correct answer. Hope that's clear! Correct answer is D.
