"Accept all encrypted traffic" is the option to allow GW to accept encrypted traffic. It does not mean that it has a match in some layer. Then, to allow or deny the traffic of a specific VPN community, the corresponding rule will have to be created. Now is where the question part comes in. That if you want to accept traffic from a specific VPN or non-VPN, the VPN column option in the rule must be "All Connections (Clear or Encrypted)"
