According to "Check Point Cybersecurity Bootcamp R81.20: CCSA & CCSE" that I made last week all the answer unless C are correct:
"Service blades, such as IPS, URL filtering and Application control are considered SubscriptionBlades and their licenses can expire.
CheckPonint Security Management and Security Gateway Software Blade licenses are PerpetualBlades, which means they have no expiration date"
So, maybe the question need a "is not considered" or maybe the question has multiple choice answers, then it make senses.
Service blades, such as IPS, URL Filtering, and Application Control are considered subscription blades
