Before upgrading the cluster it will be running just a single version and this is the normal situation. To upgrade o a different major version, you need MVC to sync the state tables between the two major versions. So it MPC supports 2 versions DURING the upgrade but the question says excluding the Target version which makes the answer C - one version

In an R81.10 multi-version cluster, one or more R81.10 members can synchronize and be active along with members of only one other version, which can be R77.30 or any version above it.
While the cluster is an MVC:

• The recovery mode in High Availability cannot be changed.
• The cluster topology must not change.
