Its asking for the "Minimum". I agree with 16.

Actually in this particular question they’re talking about the number of outlet boxes not actual cable jack quality

On page 5-22 it states: (e.g., in private offices), a minimum of two telecommunications outlets should be provided. That would make it 28 outlets.
