An update to my question is is IRT a measure of behavior? I wouldn’t guess not given the correct answer is rate.

Why isn’t it inter-response time? You’d ideally increase the amount of time in between smoking cigarettes to decrease the mount. This inadvertently also changes the rate. IRT seems like a better answer
