E. All users will be locked out of Jira until re-indexing completes. Even in a multi-node setup, if you choose to perform a foreground re-index, the entire Jira instance becomes unavailable to users until the re-indexing process is finished. This approach is typically used when immediate application of changes and data consistency is critical, but it does come at the cost of temporary downtime for all users.

why not A I understands its not E as per below: On a multi-node Jira Data Center, you can use the Full re-index option without actually locking the instance.

If it's that large an instance, it will be mutli-node Data Center, therefore reindexing will not lock the instance
