it can be B as well as if you dont have transition issue permission you will not see the transition

If you dont have transition issue permission, you dont see the transition, So either you are not in the group/role allowed to make this transition or condition in the transition does not satisfies you I think its C & D

the answer should be B & D because if cannot see there's must be a condition. so B & D is the correct answer
