D is the correct answer, according to the CPP Study Guide. The undercover agent doesn't develop the evidence for prosecution, that is done later. They acquire the information/evidence, but it is not their job to develop it for prosecution.
Wrong, an undercover investigation is not there to find or develop evidence, it’s there to find facts regardless of if it’s evidence. You’re biased if you do an undercover investigation for evidence.
