While testers (option B), Product Owner (option A), and Scrum Master (option D) are all essential roles in an Agile development team, the responsibility for estimating the level of effort for backlog items falls primarily on the developers, as they are the ones who will be implementing the functionality and have the technical knowledge to provide accurate estimates.
