this is wrong answer, incoterm should be correct, as per module 7 page 48 "International Commercial Terms 2020 (Incoterms 2020), outline that the risk of loss or damage to the goods, as well as the obligation to bear the costs relating to the goods, passes from the seller to the buyer"

I agree, the Omnibus act deals with unfair tariffs that were placed on US exports by foreign countries. Incoterms is the answer.
