It is a tricky question, both AWS Artifact and AWS Compliance Program are correct for the compliance topic. But the main clue in the question is “DETERMINE which AWS services meet the regional requirements”. AWS Compliance program is described as “helping customers to understand the robust controls in place at AWS to maintain security and compliance in the cloud.”, so the understanding if they meet the requirements before doing anything in AWS: https://aws.amazon.com/compliance/programs/ AWS Artifact is used to manage and accept all required agreements for IAM roles for members of the organization, as well as monitor for new future agreements, but that is after acknowledging which services are already running: https://www.youtube.com/watch?v=rss0CJ0bw40 So with that knowledge, from the question I understand that the customer wants to check which services meet the regional requirements before doing any action, so C is more fitting in that scenario.
