n EC2-Classic, Elastic IP addresses are not automatically associated with instances. If an instance is stopped and started, any Elastic IP address that was previously associated with the instance will not be automatically re-associated. The user needs to re-associate the Elastic IP address manually after starting the instance.

Since restart EC2 will move tour Instance into new host so it's will be a different private IP , so i go with C

It depends Answer C (statement C is false for EC2-Classic) and Answer A (Statement A is false for EC2-VPC) the instance will preserve the private-ip. for EC2-Classic the public-ip, private-ip and elastic-ip are release so C is not true Answer C for EC2-VPC the public-ip is released, Private-ip and elastic-ip are retained. so A is not true - Answer A
