The instance may run on a new host computer when EC2 Instance is Stopped and started again depends on the host computer availability . In most cases, they move the instance to a new host computer..In this case, Public IP will also change.
Ok Nevermind, I missed the key word being "Rebooted". If It's stopped and started it potentially moves to another host. So D is correct
