I think it is B B and C both are basically possible. Using stackset may be helpfull. However I think to benefits from organisations you need to run it from the master account. C does not but has some manualy(how else?) created iam permisions ignoring organisations. B uses Controltower in the master account and as such cloudformation works smoothly with organisation.
