In basic monitoring, a service sends data points to CloudWatch every five minutes, while in detailed monitoring a service sends data points to CloudWatch every minute. Elastic Load Balancing includes 10 metrics and 2 dimensions, and sends data to CloudWatch every minute. This does not cost extra.

The question says detailed monitoring and according the link you posted :
Detailed Monitoring for Amazon EC2 instances: All metrics available to Basic Monitoring at one-minute frequency, for an additional charge. Instances with Detailed Monitoring enabled allows data aggregation by Amazon EC2 AMI ID and instance type.
This is not an action that can be enabled. "The user has enabled detailed CloudWatch monitoring on Elastic Load balancing"
ELB sends metrics in 1 minute intervals and you can't control that.

Then I came across the following link. By default the ELB sends metrics in 1 minute intervals
