This is an odd question. ELB is already high available between multiple AZ in the same region. "A. R53" only makes sense if you have multiple ELB in various regions. I don't see any reference to that in the question. This is why I think "C Auto Scaling" would be a preferred answer for this badly worded question..

I think its A. See this link https://aws.amazon.com/blogs/aws/create-a-backup-website-using-route-53-dns-failover-and-s3-website-hosting/ They are using s3 (a global resource) for backup sites.

ELB is a managed service guaranteed to work and be HA. So why does it need Rt 53 for this purpose?

This is a badly worded question, R53 keyword is for cross regions, which is not mentioned. HA for instances is configure through ELB, HA for ELB is configure through R53. The question is asking to achieve HA "with ELB" and Not "for ELB", which the answer should be C : Auto Scaling (HA for instances within AZs in single region)

Tricky. Redundancy FOR ELB = R53. I picked autoscale in the beginning but then figured out they wanted HA for the ELB itself.
