The best option irl would be R53 with Geolocation.
Completely agree, I read each answer a few times looking for the Geolocation routing. I also at first thought Scheduled scaling, but the question did not mention anything about known schedule times.
The keyword here is 'Portion' and this can be achieved with weighted routing policy which routes traffic in portions of percentage or in value to the Web-facing application.
