B is Correct, A doesn't make sense because EBS must be in the same AZ as the EC2 instance.But here he is talking about Multi-AZ instances.

B is correct. EBS with io1/io2 has multi attach feature for use by multiple ec2 instances. But it cannot span AZ.Also it is provisioned capacity,not flexible (EFS scales as per usage,pay for what is actually stored)

B is correct. EFS can be shared between several Multi-AZ EC2 instances. A is wrong because EBS volume can not be mounted on multiple application instances.
