AWS Transit Gateway also enables you to scale the IPsec VPN throughput with equal cost multi-path (ECMP) routing support over multiple VPN tunnels. A single VPN tunnel still has a maximum throughput of 1.25 Gbps. If you establish multiple VPN tunnels to an ECMP-enabled transit gateway, it can scale beyond the default limit of 1.25 Gbps.

The debate seems to be between B and D. D addresses only the addition of extra tunnels but does adequately handle routing/scaling which is covered in B (of course with the note that the tunnels need to be added). Answer: B

Read the doc, VPN tunnel still has a maximum throughput of 1.25 Gbps. If you establish multiple VPN tunnels to an ECMP-enabled transit gateway, it can scale beyond the default maximum limit of 1.25 Gbps. Multiple VPN Tunnels, one is not going to do anything, go with D
