D may now be wrong: We do not have any capacity for purchasing Scheduled Reserved Instances or any plans to make it available in the future. There is no information in the questions mentioning any reserving period of time. So, on-demand sounds better option but the question is not very clear.

Scheduled Reserved Instances (Scheduled Instances) enable you to purchase capacity reservations that recur on a daily, weekly, or monthly basis, with a specified start time and duration, for a one-year term. You reserve the capacity in advance, so that you know it is available when you need it. You pay for the time that the instances are scheduled, even if you do not use them. Scheduled Instances are a good choice for workloads that do not run continuously, but do run on a regular schedule. For example, you can use Scheduled Instances for an application that runs during business hours or for batch processing that runs at the end of the week. CORRECT: "Scheduled Reserved Instances" is the correct answer.

Why not C - want to minimize the cost..... Scheduled reserved instances come with a discount of on demand. that is why we eliminate C over D but Latest Update from AWS, Schedule reserved instances are not available so answer is C

Besides that scheduled reserved instances are no longer availeble, Scheduled Reserved Instances may not be suitable for the company's use case because they are meant for applications with steady state or predictable usage. In this case, the reporting process requires 20 EC2 instances for 7 days at the beginning of every month, which is a one-time, irregular usage pattern. Scheduling Reserved Instances for the exact time the instances are needed may not be possible, and even if it is possible, the cost savings may not be significant compared to the On-Demand pricing model, especially if the instances are only needed for a short duration. Additionally, Scheduled Reserved Instances only provide cost savings if the instances are used for the entire reservation period. If the reporting process finishes earlier than 7 days, the company would still be charged for the full reservation period.

Even it's not D, i don't think it is on-demand, why not Reserved Instances?? I go for A, if D is out. Amazon EC2 Reserved Instances (RI) provide a significant discount (up to 72%) compared to On-Demand pricing and provide a capacity reservation when used in a specific Availability Zone. https://aws.amazon.com/ec2/pricing/reserved-instances/

because you run it 7 days per month so its 7/30 or 7/31 it's like 22-23% of the month, you waste more than you get with that discount.. when you buy reserved instances you pay for 1/3 years. On demand can be run only 7 days per month and you are in better situation then
