It's C. To check yourself. ii- on an existing VPC, create a custom NACL and attach it to a subnet... check the rules where you'll find one rule for in and out..... DenyIn/DenyOut (question 439) ii - Create a new VPC, a default nacl is created, check the rules... where you'll find 2 rules: "100" AllowIn/AllowOut before(c) and "*" being deny.

It is C, as this is a Default ACL whereas the on in 439 is a custom one.
