When the client initiates an SSL handshake with the ELB, it provides a list of supported ciphers in the order of preference. The ELB then compares the client's cipher list with its own cipher list, considering the server's preferred order. The ELB selects the highest priority cipher from the client's list that matches the server's preferred order.
