you need a system like EventBridge or Lambda to get to SSM cant go direct from cloud watch alarm to SSM https://aws.amazon.com/blogs/mt/use-amazon-eventbridge-rules-to-run-aws-systems-manager-automation-in-response-to-cloudwatch-alarms/
