Answer - There is no charge for inbound data transfer across all services in all Regions. Data transfer from AWS to the internet is charged per service. There is a charge for data transfer across Regions. Data transfers are free if you are within the same region, within the same availability zone, But use a private IP address, using public IP is chargeable.
