Keyword is "Without losing any committed transactions." The RDS uses asyn for replicas, so there is a risk for heavy writing load database.

Multi-AZ should not be used for disaster recovery purposes. If the correct answer is really C, AWS is contradicting it's own guides: https://aws.amazon.com/pt/blogs/database/implementing-a-disaster-recovery-strategy-with-amazon-rds/

with multi AZ failover support is automatic https://docs.aws.amazon.com/AmazonRDS/latest/UserGuide/Concepts.MultiAZ.html the guied on aws Blobg are just guide, they can be not the best solution, but just a solution. DR Failover-> different region-> RDS replicas-> use lambda function to promote or Route53 health check failover feature HA-> Multi-AZ-> sigle region, not use in Disaster Recovery

Keyword is "Without losing any committed transactions." AWS Lambda function will need time to process the DB promotion. Multi-AZ is design for HA.
