YES why is the planned option chosen. when 31603. shows emergency ?

Code 31600 states its for a planned Trachostomy- documentation states it was an 'immediate trachostomy', this was an emergency situation. Further, even if the trachostomy aws correct, code 31600 is still wrong becuse this was perfomred on a 1 year old, therefore 31601 would apply-- but does not as this was an emergent procedure for the child.
